? High School Diploma ? Five (5) years experience in executive administration assisting with preference given to background in human resources.
? Experience in general office and clerical work.
? Working knowledge of office computer programs, policies, and operations, preferred.
? Ability to deal effectively and courteously with associates and the general public.
? Must abide by the District Policies and be able to use the essential skills to perform the typical duties listed on this job description.

Assistant Superintendent of Schools JOB GOAL:
To assist in the planning, coordination, and supervision of the operation of personnel services office in such a way as to enhance the working conditions of the Littlestown Area School District personnel, and promote the overall efficiency of the school systems.
Establish and maintain a quality personnel service system.
Recommend actions to the Superintendent for consideration and implementation as relates to all aspects of human resources management and curriculum.
ESSENTIAL DUTIES AND
Responsibilities:
1.
Prepares and follows through on the personnel items for committee and board agendas.
2.
Develop appropriate correspondence necessary for all staff items following Board meetings.

Reports as needed to the Superintendent the problems, conditions, and needs of the personnel service office.
4.
Support the Assistant Superintendent in his/her overall administrative efforts and seeks his/her counsel or decision as necessary.
5.
Communicate tenure, certification, and focused assistance information to administrators.
6.
Assists staff in submitting data to PDE for permanent certification.
Ensure copies of permanent certification are on file.
7.
Contact principals regarding changes in the Certification Staffing Policies and Guidelines.
8.
Maintains and monitors personnel files, including copies of required certifications, and ensuring validity of certifications.
9.
Maintains Human Resource Information System Records on all employees and compiles reports as needed.
10.
Maintain Professional Development and Child-rearing Leave records.
11.
Maintains a file of completed application forms, for one year, from candidates who were not selected for the position.
12.
Receives and responds to letters, email, and telephone inquiries regarding job openings.
13.
Posts internally and advertises externally job vacancies of the District.
14.
Receives, reviews, and processes requests for transfer in accordance with transfer policies and the needs of the District.
15.
Assists with employment interviews, when needed.
16.
Manages the process of obtaining Professional substitutes.
17.
Maintains records of substitute teachers' certification and days of service in each subject area out of their proper certification.
18.
Oversees the collection of employment paperwork and a list of substitute teachers.
19.
Assists administrators in recruitment, hiring, and management of staff.
20.
Monitors the submission of new employee paperwork, ie, TB inoculations, employment physicals, clearances, etc.
21.
Prepare all professional contracts for new employees.
22.
Develops and administers onboarding and offboarding procedures and processes for all employees.
23.
Compiles the district staff directory.
24.
Assists in the management and coordination of training and development for classified staff.
25.
Provides all employees with information on school district benefits, ie, health insurance, employee Assistance Program, Worker's Compensation, etc.
26.
Assists in the development and management procedures for compliance with Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) regulations, and maintain records as necessary.
27.
Assists in the development and management of procedures for compliance with Health Insurance Portability and Accountability Act of 1996 (HIPAA) laws and regulations, and maintain records as necessary.
28.
Assists in the development and management procedures for compliance with Family Medical Leave Act of 1993 (FMLA) regulations, and maintain records for all employees as necessary.
29.
Assists in administering workers' compensation program.
30.
Manage the process of yearly evaluations for employees.
31.
Administer graduate credit work completed by instructional/administrative employees, maintain related records, and coordinate reimbursement with the Business Office.
32.
Prepare, distribute, and maintain all athletic and non-athletic supplemental contracts for the District.
33.
Verify the completion of supplemental contract responsibilities with appropriate administrators and forward salary reimbursement to the Business Office.
34.
Complete required state reports, including Elementary/Secondary Professional Personnel, EEOC, Elementary/Secondary Public Enrollment, etc.
35.
Assist the appropriate staff in completing the Department of Education reports.
36.
Responds to questionnaires, surveys, and correspondence from research or professional organizations requesting information on the Littlestown Area School District personnel program.
37.
Establish, maintain, and update, as necessary, a complete file of job descriptions in the District.
38.
Reviews the design of the job description format used in the district, recommending changes as appropriate.
39.
Ensure compliance with all state and federal mandates/requirements.
40.
Receives and processes complaints and grievances relating to matters of salary, benefits, and related items.
41.
Administers and monitors the Board's policy on affirmative action in all matters of recruitment, hiring, training, transfers, promotion, compensation, and other benefits.
42.
Assist and advise the Assistant Superintendent in updating Personnel Policies and Administrative Guidelines.
43.
Establish and update an accurate listing of all professional employees' seniority by area of certification on an annual basis.
44.
Strives to maintain and improve professional competence.
45.
Serves as the Notary for the District.
46.
Assumes any other responsibilities as assigned by the Assistant Superintendent or his/her designee.
Terms of Employment:
260 days Evaluation:
Performance of this job will be evaluated annually by the Assistant Superintendent or designee in accordance with the Act 93 contract requirements.
